Character Chibis

So, I've decided to make Flyff chibis.

I made one for Toomei which looks like this (Might edit it more, but for now this is the final result):


The original was small, and I made it bigger. The only problem is that when I make it bigger, the lineart/outline becomes blurry. Does anyone know if there is any way to fix this BESIDES starting with a bigger file size? Or is that the only way to eliminate the blur? (I've tried the Sharpen filter in photoshop. It can only do so much.) How do you guys (Aishako in question~) make the lineart on the computer?

Idk how to make it unblury, i usually start with a bigger size so i dont have to worry about it XD
